Kemper Tell has served as CEO for the Lewis and Clark Information Exchange (LACIE) since January 2024, providing the vision and direction for secure health care data sharing in the greater Kansas-Missouri region. She has deep experience in nonprofit health data governance and an established track record of successfully operationalizing complex data exchange and building multi-sector collaborations that align HIE services with public health, provider, state, and community needs.
For more than a decade, Tell has led associations and non-profits in government and healthcare sectors. Prior to LACIE, she was the executive director and lobbyist for the Kansas Association of Osteopathic Medicine, where she led and managed three nonprofit entities, executed state-level lobbying, and fostered advocacy within KAOM’s membership. She also served as Executive Director of the Tulsa Osteopathic Medical Society and led political campaigns covering city, state, and federal levels.
Tell’s varied background also includes expertise in fundraising, communications, and external affairs. She holds a master’s degree in conflict analysis and resolution from George Mason University and a master’s degree in conflict resolution from the University of Malta.
